The Heat Map

Eight stories, ranked by how much of the economy they move this month. Every figure below carries its source and date.

The Eight, Ranked

A figure marked "verified" was re-read at its source or matched against our data layer on that date. A figure marked "reported" is press-reported and not yet cross-checked.

1

One year, five answers

The growth number — who is right about FY27?

What happened

On 23 September the Asian Development Bank cut its forecast for the current fiscal year (FY27, July 2026 – June 2027) to 4.0%, from 4.5% in July and 4.7% in April. IMF staff said 3.5% on 16 July. The World Bank said 4.6% in June. The government's target is 6.5%.

Why it is the story

Every outside forecaster has cut this year, and they name the same causes: bad loans, energy shortages and the cost of borrowing. For the year that ended in June, the statistics bureau's provisional 4.14% sits above the ADB's 3.7% and the World Bank's 3.8%.

The numbers

The BD Econ angle

Read the label before the number. When the ADB writes "2026: 3.7%" for Bangladesh it means the fiscal year that ended on 30 June 2026 — an estimate of last year, not a forecast. The next full IMF outlook comes at the Annual Meetings in Bangkok, 12–18 October.

2

Rate held, fuel up, pay up

Inflation — rate held as fuel goes up Tk 20

What happened

Bangladesh Bank held its policy rate at 9.5% on 30 September, in its first quarterly statement. It had cut the rate from 10% on 30 July. August inflation was 8.26% — food 7.02%, non-food 9.32%. From 21 September every fuel went up Tk 20 a litre: diesel to Tk 135, octane Tk 165, petrol Tk 160, kerosene Tk 155.

Why it is the story

The government wants 7.5% inflation this year; the ADB now expects 9.0%. The central bank itself names the fuel rise and the phased pay scale as risks. The state fuel company lost Tk 22,875.66 crore in March–August.

The numbers

The BD Econ angle

A 9.5% rate against 9.32% non-food inflation leaves almost no margin. The September figure, due in the first week of October, is the first to carry the fuel rise. Watch transport and food-distribution costs, not the headline alone.

3

The supply story

Qatar's LNG is off until November

What happened

QatarEnergy has told Bangladesh, Pakistan and other Asian buyers that it cannot supply liquefied natural gas until November. Qatar shipped 18 cargoes between January and August, against 509 in the same months last year.

Why it is the story

Imported LNG fills the gas gap in power and industry. Losing the main supplier before winter sends Bangladesh to the spot market just as Europe is buying too — and the ADB names unreliable energy among its reasons for the growth cut.

The numbers

The BD Econ angle

Follow the chain: spot cargo price × exchange rate × subsidy. Every cargo bought at spot rates lands on the same budget that is carrying the fuel losses and the new pay scale.

4

Talks, not money

The new IMF programme is not agreed yet

What happened

An IMF staff team visited Dhaka on 12–16 July after the government asked for a new programme. It left without an agreement: talks on the size of the loan and the reforms attached "will take place in coming months". The next round is at the Annual Meetings in Bangkok on 12–18 October.

Why it is the story

The IMF asks for more revenue, fewer subsidies, a flexible exchange rate and bank restructuring. Its warning: without them, growth stays below 3% over the medium term.

The numbers

The BD Econ angle

There is no agreement until the IMF says so in a statement. Watch three things in Bangkok — the size of the loan, the revenue target and the timetable.

5

Now in the gazette

The pay scale is gazetted — Tk 37,372 crore this year

What happened

The Finance Ministry issued the pay order on 19 September (gazette dated 17 September), effective from 1 July 2026. Grade 1 basic pay is Tk 156,000 and Grade 20 is Tk 20,000. Grades 10–20 get 50% of the rise now, 75% from January 2027 and the full rise from 1 July 2027; Grade 9 and above get 40%, then 70%.

Why it is the story

The extra cost is Tk 105,380 crore over three years — Tk 37,372 crore in the current fiscal year, then Tk 44,838 crore and Tk 23,170 crore. It arrives in the same months as the fuel losses and a growth forecast of 4%.

The numbers

The BD Econ angle

September's question stands: who pays? Now there is a number for each year. Set it beside revenue collection, month by month.

6

The calendar hook

LDC delay reaches a UN committee on 7 October

What happened

The UN General Assembly's Second Committee is due to take up the three-year deferral for Bangladesh and Nepal on 7 October. The Assembly must then vote before 24 November 2026 — the date on which Bangladesh is otherwise due to graduate. The request is to move it to 24 November 2029.

Why it is the story

Until the vote, the 2026 date stands. Separately, ministers of the RCEP trade bloc agreed in Manila on 21 September to open an accession working group for Bangladesh, with Chile, Hong Kong and Sri Lanka — a start of talks, with no timetable.

The numbers

The BD Econ angle

Two clocks: the UN one buys time, the trade-deal one decides what the time is used for. Track what is signed before 2029, not what is announced.

7

Which country sits in which tier

US tariff tiers — Bangladesh is in the 10% group

What happened

Since 24 July the United States applies a forced-labour tariff in two tiers. Bangladesh is in the 10% tier with India, Pakistan, Sri Lanka, Cambodia and Indonesia. China, Vietnam and Thailand are in the 12.5% tier. The total duty on Bangladeshi garments is 25.62%.

Why it is the story

It replaced a 10% global tariff that expired the same day, so the cost did not rise — a director of the garment exporters' association called it "an existing tariff but under a new name". Exports in July–August were $9.16 billion, up 5.43%.

The numbers

The BD Econ angle

The edge is 2.5 points over China and Vietnam, and nothing over India, Pakistan, Sri Lanka, Cambodia or Indonesia. The open item is the cotton and textile quota the US is to set for Bangladesh.

8

A real cushion, a slower month

Reserves, remittance and the Moody's outlook

What happened

Reserves on 29 September were $36.15 billion gross and $31.30 billion on the IMF's basis. Remittance for the fiscal year to 28 September was $8.357 billion, up 13.5% — but 1–28 September alone was up only 2.7%. On 15 September Moody's moved its outlook to stable from negative and kept the rating at B2.

Why it is the story

The cushion is what pays for dearer fuel and gas. Bad loans are the other side of the picture: 32.78% of all loans at the end of June, with private credit growing only 4.75%.

The numbers

The BD Econ angle

Two reserve numbers, one date — never mix them. And watch the pace of remittance, not the level: up 18.9% in July–August, 2.7% in September.
